Congressionally Directed Spending (CDS) Requests - FY2027

The Congressionally Directed Spending (CDS) funding opportunity allows members of Congress to secure federal funding for specific projects in Maine. This opportunity is only available to nonprofit organizations and state and local governments. For-profit entities are not eligible for CDS funds.

CDS Request Form: Please submit your request for CDS funding by completing the FY27 CDS application here. A copy of the application is available for download here.

You can access a budget template here. You are not required to use this template, but please be sure to include specific budget detail for your CDS request.

Deadline: Please submit your completed application for FY27 CDS funding no later than 11:59pm on Wednesday, March 25, 2026. This deadline may be subject to change, and applicants are encouraged to submit their requests as soon as possible.

Please review these documents before submitting your application for CDS funds. You are also encouraged to review projects that Senator King has secured funding for previously, which can be found at the bottom of this page.

Application Requirements and General Information: The FY27 CDS funding opportunity is expected to be extremely competitive. There is no guarantee that the Senate Appropriations Committee will grant CDS requests in a given year and no requested CDS project is considered “final” until that project is included in a final appropriations law that passes both chambers of Congress and is signed into law by the President.

When submitting a request, please keep the following in mind:

  • CDS funding is intended to be a one-time allocation of federal funds and is not intended to be a source of recurring or operating funds for eligible entities.
  • For-profit entities are not eligible for CDS funding.
  • Information provided for your CDS request may be subject to public disclosure requirements.
  • If your organization intends to request CDS funding for more than one project, please complete and submit a separate application for each request. Please rank the priority order of each request in the application.
  • This process is extremely competitive and could take anywhere from 12-24 months to complete.
  • No work may begin on a CDS project until the Appropriations bill is approved by Congress and signed into law by the President, and confirmation is given by the relevant agency.
  • You are encouraged to use clear, succinct language to describe the activities that your project will fund, and to be specific in your budget, to indicate exactly how federal dollars will be spent.
  • Each CDS request must be accompanied by at least three letters of support.
  • Additional letters and materials may be submitted to support the request.

Note: Any applicant for funding that requested unsuccessfully in prior fiscal cycles that wishes to be reconsidered for funding must submit a new application for FY27, with updated information.

Senator King’s staff will be holding two information sessions – on March 10 and March 16 at 1:00 PM. These sessions will provide an opportunity to learn about the CDS funding opportunity, and to ask questions about potential CDS projects. Programmatic Appropriations Requests - FY 2027

Individuals and organizations seeking FY27 federal programmatic funding through the annual appropriations process may submit an application here. Applicants are encouraged to complete their applications as soon as possible. This is not an application for Congressionally Directed Spending.

Only fully complete applications will be considered. If you have multiple requests, please submit a new form for each request. 

The deadline for FY27 Programmatic Requests is 11:59PM on Wednesday, March 25, 2026.
