The Fiscal Year 2023 federal appropriations process will permit Congress to directly fund projects in the form of Congressionally Directed Spending (CDS). Senator King is now accepting preliminary requests for Maine-based projects for FY23. These requests for support must be submitted via electronic application by 5:00pm, Friday, April 15, 2022. This deadline may be extended pending additional guidance and deadlines from the Senate Appropriations Committee. Electronic application forms must be submitted here. A copy of the required questions is available for download here.
Any CDS request must comply with Senate Rule XLIV. This opportunity is available to non-profits, state and local governments and should have a broad base of community support.
Disclaimer: The purpose of this application is to identify high-impact projects in Maine that can reach completion with assistance from the federal government. For-profit entities are not eligible to receive Congressionally Directed Spending.
Letters of Interest: Senator King’s staff is available to provide feedback and to discuss proposals for FY23 CDS consideration before submission. A letter of interest, including a short description of the project and a general budget for the proposal, may be submitted via email to email@example.com, and a staff member will contact you to discuss your proposal.
Eligible Accounts: A specific list of accounts under which CDS requests were supported in the FY22 process is available here. The list of eligible accounts is subject to change pending instructions from the Appropriations Committee for the FY23 appropriations process. This website will be updated accordingly when the FY23 guidance is available. To the extent you submit an application for a CDS project in an account that is no longer eligible once the FY23 guidance has been released, a member of Senator King’s staff will reach out to you.
Budget Form: Entities submitting an application will be required to provide a standard, detailed budget form - available here for the project and a letter of certification as described in the electronic application. Submission of this application should not be construed as a guarantee that funding will be requested or awarded.
As noted above, all CDS requests must be submitted by 5:00 p.m., April 15, 2022. This deadline may be extended. Requests may require additional updates upon the release of the President’s budget.
If you would like to submit further information along with your request, please send additional information in the form of a pdf to firstname.lastname@example.org. Please also use this email for any questions you may have regarding the application or FY23 CDS process.
